Changzhou delegation attended the Provincial People’s Congress

On the afternoon of January 15, at the first session of the fourteenth Provincial People’s Congress, the Changzhou delegation deliberated on the Work Report of the Jiangsu Provincial Government.

Deputies from Changzhou fully agree with the goals and measures laid out in the report, as it fully reflects the important guidelines made by President Xi on the government work of Jiangsu. The report also embodies the new concept of innovative, coordinated, green, open and shared development. Going forward, Changzhou will implement the guiding principles of the 20th CPC National Congress and march toward the one-trillion-yuan GDP goal with its “532” development blueprint.

According to Li Xiaomin, deputy director of the Standing Committee of the provincial people’s congress, in the past year, the Jiangsu government met challenges head-on and promoted social and economic development with effective measures. Changzhou, in particular, stroke a balance between epidemic control and economic growth. It is his hope that the city will reach new heights in pursuit of high-quality development.

As 2023 is a critical year for Changzhou to reach the one-trillion-yuan GDP target, the municipal government will forge ahead with sustained efforts. From the perspective of Deputy Chen Jinhu, party chief of Changzhou, the city leadership will give their full support to the development of the new energy industry. By 2025, the industrial scale of NEV will exceed one trillion yuan, and its market value will exceed one trillion yuan.

Based on an innovation-driven strategy, the government will focus on emerging sectors, aiming to build a national-level cluster for such industries. The China-Israel Changzhou Innovation Park will become a landmark project. The development of Longcheng Smart Manufacturing Lab will be accelerated to gather innovative professionals and start-up talents.

In terms of transportation, Changzhou will continue to advance the construction of Changtai Highspeed Railway and Changtai Yangtze River Bridge, both of which will enhance the city’s position as a hub in the Yangtze River Delta.

As for integrated rural-urban development, while building the Inter-Lake Innovation Zone, the government will push forward the regeneration of old urban areas. Efforts will also be coordinated among tasks such as building South Changzhou Railway Station, fostering a headquarters economy and developing the High-Speed Rail New Town.

With regard to ecological conservation, Changzhou will take more comprehensive measures to tackle pollution and create more green space.

Deputy Sheng Lei, mayor of Changzhou, also voiced her opinions at the conference. As pointed out by the provincial government in the report, developing a modern industrial system is a primary task for the next five years. In addition to developing the new energy sector, Changzhou will continue to foster hidden champions in manufacturing, and enterprises supplying special, innovative and high-tech products.

In terms of innovation, companies will be guided to make full use of platforms such as Longcheng Laboratory, IOPLY, and Tianmu Lake Institute of Advanced Energy Storage Technologies.

She also emphasized the role of finance in boosting innovation. Financing schemes will be customized based on the size and needs of enterprises, so as to create a more enabling business environment. Besides, the government will promote digital transformation, not only to develop industry 4.0, but also to improve urban governance.
