The Joint Prevention and Control Mechanism of the State Council on Thursday (January 5) issued a notice to optimize people-to-people exchanges between the Chinese mainland and Hong Kong and Macao special administrative regions (SAR), effective January 8, 2023.

The country will cancel nucleic acid testing at the checkpoints for people entering the mainland through Hong Kong, and those who test positive without severe underlining conditions or with mild symptoms can undergo home quarantine, the notice said.

Travelers crossing the boundary from Hong Kong should provide a negative nucleic acid test result 48 hours prior to travel and fill in a health declaration form. Those from Macao without a travel history in foreign countries and regions within the previous seven days are exempted from testing requirements.

The issuance of travel permits and business visas for mainland residents will also be resumed, in addition to reopening land ports and waterways between the mainland, Hong Kong and Macao in an orderly and phased manner.

The notice also announced the resumption of connecting and transit services into the mainland from Hong Kong and Macao international airports.

All airlines continue to fulfill on-board epidemic prevention, and passengers must wear masks when boarding, it noted.

According to the epidemic situation in Hong Kong and Macao and the service guarantee capabilities in all aspects, travel for mainland residents to the two SARs will be fully resumed in an orderly manner.
